I have just put down a fascinating book – “Unrestricted Warfare” – China’s Master Plan to Destroy America.
This book was published in 1999, after three years of intensive research, authored by two brilliant Colonels of The People’s Liberation Army (PLA) and published by the PLA itself.
The book basically states that the first rule of “Unrestricted Warfare” is that there are no rules, with nothing forbidden. It talks of conduct of this warfare as using merciless unconventional methods, using surprise and deception without morality and limits, where no rules apply.
They have listed methods as under, in this Book:
Financial warfare – entering and subverting banking, and stock markets and targeting the currency leading to bankruptcy.
Smuggling warfare – ruining the economy by dumping illegal goods and destroying local industry.
Cultural warfare – influencing cultural bias.
Drug warfare – flooding illicit drugs by smuggling and ruining the fabric of society.
Media and fabrication warfare – manipulating foreign media by compromising or intimidating journalists.
Technological warfare – controlling vital technologies and access to them.
Resources warfare – gaining control of scarce natural resources to manipulate availability and prices.
Psychological warfare – imposing one’s national interest by dominating the enemy.
Network warfare – subverting information systems
International law warfare – joining international organizations in order to subvert their policies.
Environmental warfare – weakening the rival nation by ruining its natural environment (like mega dams on Rivers.
Economic aid warfare – controlling a targeted country through aid dependency,
It was interesting to see that there is very minimal mention of military strategy in this Book, because it emphasizes other means of which are more cost effective. Military option alongwith terrorism is recommended as an adjunct to above.
Basically, Biological warfare has not been mentioned, since this would have run afoul of the Geneva Conventions, to which China is a signatory. But this option seems to have been exercised very selectively in Countries and regions.
It would be interesting to note a few of actual occurrences recorded in this Book and the accompanying commentary:
PLA Planners had predicted attacks on the World Trade Centre by terrorists belonging to Al Qaeda some three years in advance of 9/11. That was possible because PLA was actively involved in training Taliban and Al Qaeda terrorists of which US Intelligence Agencies got to know later, as reported in the Washington Post of June 2002.
Chinese missiles were ‘wildly inaccurate’ and in 1997, it was reported that President Clinton had authorized transfer of top Secret US technology to China for 10 million USD towards his campaign fund.
Political corruption and buying off Politicians of the enemy Country is part of this Policy. The Authors say that the Legislature of Countries with representative Govts, cannot evade encroachment by lobbying groups.
This book also gives examples of ‘lunatic’ people like George Soros who control large amounts of funds who in turn become creators of military or non-military wars creating currency devaluations and chaos on the stock market.
Researching George Soros on Google reveals a powerful man who has openly declared War on India, because he hates Modi for his Authorotarian, Nationalistic and pro-Hindu ways. At the World Economic Forum, he declared that he would be committing 1 Billion USD for setting up a Global University for fighting Nationalistic Govts. His NGO’s in India have been particularly active. Our worthy Mahaghatbandhan of political parties, Press, NGO’s, media, seem to be acting on the lines of a Book by a Political Scientist named Gene Sharp of USA, who goes out to describe methods of bringing down a legally elected Govt by undemocratic means. Causing disaffection, agitations, civil strife, like on 26 Jan, at Red Fort, are one of the means.
We may accept or not – we are in the midst of an undeclared war with China. In 1962, we faced huge humiliation, with Pandit Nehru asking our Administrators North of Brahmaputra to burn all records and currency, and withdraw southwards. This would have meant loss of our entire North Eastern India. Meanwhile we had ceded thousands of square miles of strategic Aksai Chin, saying ‘not a blade of grass grows there’. Recently we nearly walked out of Siachin under Manmohan Singh Govt, declaring it a mountain of Peace. What better can you expect from Political Parties, who sign agreements with the Chinese and go out to set up an office in Turkey, a probable location of the next Caliphate of Islam.
It is time for us in India to stay united and strong and not self destruct, and become another Syria, as China would like us to do.
