 MARITIME SURVEILLANCE AND RECONNAISSANCE 2006 –– AFRICA

Regional policy makers, military and naval strategists and defence industrialists are being brought together for Africa’s 2nd Annual Maritime Surveillance and Reconnaissance conference to be held in Midrand, South Africa, in July this year.

The event, set to take place from 18–21 July at The Castle, Kyalami, Midrand, South Africa, is hosted by the International Quality and Productivity Centre (IQPC) and Defence IQ Africa, a specialised division within IQPC, a world leading expert in developing quality; tailor-made and practically integrated conference and training events.

Peace, safety and security in Africa and it surrounding maritime areas are continuously being threatened by negative forces such as ethnic groups conducting civil wars, rebel groups, organised crime syndicates, piracy, terrorists, smugglers and hijackers.

The conference takes place against a backdrop of criminal activities in Africa including piracy, pollution, encroachment on exclusive economic zones through theft of oil and other natural resources, and drug and people trafficking.

Illegal fishing, illegal immigration, smuggling and oil pollution are among the most pressing challenges faced by African governments, NGO’s and the naval community taking place in Africa’s contiguous waters. By hosting this conference, IQPC is creating a unique knowledge sharing platform that provides stakeholders with the opportunity to gain key insights from highly acclaimed senior level speakers from Africa, the UK, the Netherlands and India.

It is interesting to note that South Africa could greatly extend its territory in an extraordinary marine land distribution exercise under the United Nations Convention on the Law of the Sea (Unclos).
It is known to be the biggest single distribution of territory ever. South Africa could gain an additional 65 percent of its existing 1.5 million sq km of marine territory within the Exclusive Economic Zone (EEZ), including the area around Marion and Prince Edward Islands.
This conference is a significant milestone in working towards promoting maritime surveillance, reconnaissance and security while enhancing search and rescue operations and harnessing next-generation technology.

NETHERLANDS INSTITUTE OF INTERNATIONAL RELATIONS ‘CLINGENDAEL’; Captain Nick Davies, Royal Navy, UK MINISTRY OF DEFENCE and Commodore Ranjit B. Rai (ret.), Former DNI, Indian Editor, Asian Military Review and Vice President, INDIAN MARITIME FOUNDATION

They will share strategies, case studies and address a variety of topics relating to maritime surveillance and reconnaissance in Africa, including the role of the Institute for Maritime Technology (IMT), South African Maritime Safety Authority (SAMSA), the Institute of Security Studies (ISS) and the CSIR Defence, Peace, Safety and Security.
